For the purpose of this tutorial I will be using this image of Olesya Rulin...
1) Open up 'Adobe Photoshop'
2) Open your image on 'Adobe Photoshop'
3) Do The Sharpen&Blur Thing (if you don't no how look on tuts)
4) Now You go on Layer->New Adjuesment Layer->Sective Colour
Match this Settings...
5) Now do Colour Balence Layer-New Adjuestment Layer->Colour Balence, match these Settings...
